When looking for Dragonflies/Damselflies, it is best to go on a hot, sunny day. 
A cool overcast day can be very disappointing. 
As well as being a stunning location for pleasant walks, this is the area I tend to go for Golden-ringed Dragonflies.  All the streams running down the Combes that come off the Quantocks seem to have at least a few flying around.
 There are other species as well, but for me, it's the golden-ringed I come here for.
NB You never see loads of Golden-ringed in one place, so there will be only a few that you will see.

Route
The National Trust Staple Plain Car Park is a good option to park.  There are Combes either side of the parking area that you can go down to and explore.  NB It is a steep walk down to both from the car park, but when you get to the streams it is generally good areas.  I tend to then walk up the Combe rather than down it.

But pick any walk up through one of the Combes on the Quantocks, you'll more than likely see them flying over the stream.
